What is a Texas Windstorm Certification?
Texas Windstorm certification is something homeowners and business owners should have if their structures are located in designated catastrophe areas along the Texas Gulf Coast. This has been a standard in Texas since 1971, when in the wake of Hurricane Celia hit and caused an estimated $500,000,000 in property damages. Due to the voluntary insurance market in Texas restricting windstorm policies along the Texas Gulf Coast, the Texas Catastrophe Property Insurance Association (TCPIA) was created. In 1997, it was renamed the Texas Windstorm Insurance Association (TWIA). Read more about them here – http://www.twia.org/.
They require that “inland II” roofs have to be constructed to resist three-second wind gusts up to 110 mph. “Inland I” roofs must be constructed to with stand three-second gusts to 120 mph while seaward structures have to be built to tolerate 130 mph. This was legislation enacted in Texas in 1987 to mitigate losses to structures due to hurricanes. The Texas Department of Insurance (TDI) inspects the roofs, something they have been doing since Jan. 1, 1988. The Windstorm Inspection Program applies to structures within designated catastrophe areas. This includes cities east of Highway 146 in Harris County. The TWIA is supposed to supply the windstorm and hail portion of a homeowner’s insurance policy.
